News: £300m Plymouth waterfront plans revealed

Plans released to public display for the £300m regeneration of Millbay in Plymouth into an exciting new waterfront community have been heralded as an exciting new chapter in the city’s ongoing renaissance.

The proposals will mix 1,233 new homes with nearly 40,000m sq of commercial, retail and leisure space. Developers English Cities Fund (ECF) drew up the plans with Plymouth City Council and the South West Regional Development Agency and say the scheme will cement Plymouth’s position as one of Europe’s finest waterfront cities by reclaiming a partly redundant harbourside area close to the city centre.

A quarter of the residential build will be affordable homes available through a range of tenures including social rented and shared equity.

There will be extensive pedestrian areas, walking routes, cycle ways and a new marina.

ECF development director Chris Read said, "Plymouth is enjoying an unprecedented phase of growth and Millbay will play a vital role in that renaissance."

"Our proposals will set the scene for Millbay’s evolution in the coming years into a new waterfront community that connects fully with the city centre and brings a range of social, economic and environmental benefits."

A centrepiece of the new scheme is a proposed 18-storey development on Clyde Quay including speciality shops and leisure uses on the ground and first floors, with residential accommodation above and a observation deck on the roof with sweeping views to the open sea and Drake’s Island to the south.

Each of the residential buildings will have their own distinctive communal roof garden for the use of all residents. The scheme will also provide full public access to the quayside at Millbay

The plans have been warmly welcomed by Plymouth’s civic and business leaders ahead of outline planning application being made in the next few weeks.
